Latvia’s Security Barometer: 4/2025 (mid-October 2025 to mid-January 2026)
As the World entered 2026, the US flexed its muscles in Venezuela. It was a mixed blessing for Latvia – though acting on more than questionable legal grounds, Latvia’s strategic partner demonstrated readiness to use force against an ally of Russia. Meanwhile President Trump’s peace plan for Ukraine is said to be 90% complete. Only the most difficult details remain to be agreed. The US has released its new National Security Strategy (NSS) shortly followed by Trump signing the Congressionally approved National Defense Authorization Act (NDAA) – the two documents are in places mutually contradictory. The EU has pledged substantial financial support to Ukraine but could not agree on the use of frozen Russian assets. Latvia’s National Budget has been agreed despite some tensions within the governing coalition. In 2026 4.91% of GDP will be devoted to defense. Overall, Latvia’s security remains largely unchanged since 3/2025.
