Latvia’s Security Barometer: 3/2025 (early July to mid-October 2025)
Once again President Trump has dominated the geopolitical landscape with his often volatile behavior. His policy on trade tariffs has led to uncertainty at home and abroad. His quest for peace in Ukraine led to the effective ending of Putin’s isolation from the West, but no tangible progress on a peace deal has been achieved. Trump was more successful in bringing peace to Gaza. Meanwhile, the continuation of American military aid to the Baltic states came into question, while a Trump-Lukashenko call and the presence of American observers at the Zapad 2025 exercise raised concerns. Meanwhile, drone disruption has been felt in Poland, Denmark, Norway, Germany and elsewhere. NATO and the EU recognize that they lag significantly behind Ukraine and Russia in this field. More serious airspace violations, such as in Estonia, suggest that Russia is testing NATO’s resolve. This has not contributed to a greater sense of security in Latvia.
