Stuck in Institutional Inertia: Defense Industry Development Policies in Latvia and Finland

This publication explores the development of defence industry policies in Latvia and Finland, concentrating on the institutional frameworks of both countries to foster growth and the role of industry in national defence planning. Both Finnish and Latvian policies are examined regarding their support for research and development, production, and commercialisation from 1995 to 2025. The publication is written in Latvian (Institucionālās inerces slazdā: Latvijas un Somijas aizsardzības industrijas politikas attīstība), with an English-language summary included.
